North Carolina's Vocational Rehabilitation (VR) program, administered through the NC Department of Health and Human Services, provides free employment-focused services to residents with physical, mental, or sensory disabilities across all 100 counties. Eligible individuals work with a VR counselor to develop an individualized plan for employment that can include career counseling, education and training support, job placement assistance, and assistive technology. There is no cost to apply or to determine eligibility. Services are provided through two divisions: the Division of Employment and Independence for People with Disabilities (EIPD), which serves individuals with physical and mental disabilities statewide through 72 local offices, and the Division of Services for the Blind (DSB), which serves individuals who are visually impaired, blind, or deafblind through 7 district offices.
